Fluorescence is determined by tiny trace amounts of boron inside of diamonds that show up under ultraviolet light. Strong fluorescence can make a nearly clear diamond less valuable by giving it a somewhat milky appearance, but it can actually improve the quality of a lower color grade diamond by making it seem more brilliant to the naked eye.
